Testifying Before the ABC Board in Opposition to the 14th and U Moratorium

5/22/2013

This afternoon the Alcoholic Beverage Control Board will hold a hearing on the proposed liquor license moratorium for 14th and U Streets. I wrote previously on the moratorium here.

At our May meeting, we voted to join our colleagues in ANCs 1B, 2F and 6E in opposition to this proposal. Today I will represent ANC 2B and testify before the ABC Board requesting that they deny the petition in its entirety. You can read our resolution as passed below:

My testimony will focus on three major points:

  1. To assure the Board that we did not come to our conclusion hastily or lightly and that our resolution represents the broad viewpoints and considerable experience of the entire neighborhood.
  2. To stress that though we do not deny some issues arise from the operation of liquor license establishments, we do not believe a moratorium is an appropriate mechanism to deal with those issues in this circumstance.
  3. To discuss the way forward and offer to partner with the Board in finding more reasonable solutions to the concerns of neighbors.

It's a wonderful honor to represent our neighborhood on this issue. As always, if you have questions or comments about the moratorium or any other issue, please do not hesitate to call or email me here.

Just as I was wrapping up testimony for the ABC Board, I received a letter from Jack Evans indicating his opposition to the proposed liquor license moratorium at 14th and U. You can read his letter below:

Jack began his political career as an ANC Commissioner in Dupont Circle and has a very long history of supporting the recommendations of the ANCs. Today he stood with his constituents in ANCs 2B and 2F and asked the Board to reject the proposed moratorium.

Thank you Jack!

Draft Resolution Opposing the Proposed 14th and U Liquor License Moratorium

5/4/2013

In December, a group a residents petitioned the District government to enact a moratorium, or temporary cease, on the issuance of liquor licenses in the 14th Street and U Street corridors. The petition, which discusses a number of critical issues like public safety and noise, asks for a five year halt on all new liquor licenses, for all classes of establishments, in an 1800 foot radius around 1211 U St NW.

After three public meetings and dozens of phone calls and email exchanges with residents, I have written a draft resolution opposing the moratorium. I will introduce it at our May 8th ANC 2B meeting.

This is the culmination of months of effort from colleagues like Kevin O’Connor (2B02) and Will Stephens (2B08) and me who have tried to set up a process that is fair and reasonable for collecting input and making a decision.

I welcome your thoughts on the draft resolution – there will not be a ton of time at the May 8th meeting for public input and deliberation, so please let me know what you think as soon as you can.

Finally, thank you so much to everyone who participated in this process, no matter what your opinion may be. We have some of the most thoughtful, intelligent and dedicated residents in our neighborhood, which makes it such a great place to live.

The draft resolution is available at the Dupont ANC’s website: here
